STEP 1: Identify Behavioral Problems

The first step in developing an M&E plan is to identify and prioritize target problem(s).

If there is more than one problem of interest, it is important to make a list of the problems and which problem to take on first. Obtaining relevant data and literature at this stage is vital in assisting the M&E team and other stakeholders to identify the problem and prioritizing the problems identified. Good sources of existing data include national malaria surveys as well as sources of literature that include findings from malaria research in the same, or similar community.
